License Visibility Across Spaces

Currently, license-assigned users are only visible within the space where the license was assigned. For example, if a user is assigned a license in Space 1, they won’t appear in Space 2 — even if both spaces have the same course — because license visibility is scoped to the space level.

Since we're now considering the organization as the main context, license assignments should reflect across all spaces within the organization. If a user is assigned a license in one space, they should appear as a course member in any space that includes that course within the same organization.
