Hide course builder sections for purchasers

When an organization purchase a course, it’s currently able to open the course builder and then open any of the sub-sections (Categories, Certificate etc). These info should be visible only to the author of the course. The purchaser should only see the section for assigning licenses

For profiles, we can prevent them from opening the builder by removing the action from the dropdown menu
