then the organization that creates the course adds him as an Admin to the course:

but the role of that user will not change in the course members role, it should become observer automatically after becoming the admin in the IAM :

the admin user should be automatically added to all the cycles of the course, but in this case when the user becomes an Admin from being an attendance of that course:
